Teachers won’t receive performance awards on time

Teachers won’t receive their performance awards on time, again, this year. State law requires the Indiana Department of Education (IDOE) to distribute funds to school corporations by Dec. 5. However, according to an IDOE memo sent to schools this morning, the distribution of these funds has been delayed until an undetermined time.

According to the memo:

Although the Department has always intended to meet this deadline, the Department — in consultation with legislative leaders — chooses to exercise the authority given it in § IC 20-43-10-3(version C)(o) and delay distribution of the grant at this time.

Presumably, although not confirmed, the delay may center on the validity of ISTEP scores since Indiana is still transitioning from the administration of new versions of the state test.

The state teacher performance grant is to be paid to teachers rated effective and highly effective as bonuses and, in part, is determined by state test scores. In 2015, the General Assembly appropriated $40 million for the grant program.

ISTA will monitor this issue and inform members of any further developments on the exact reasoning behind the delay and when teachers might expect to receive their performance award.
